I would like some personal experience as well as some general knowledge about it. Seems interesting how a local neighborhood can have the authority.
I need a bit more in-depth guys. Like how do the barangay officials coordinate certain activities and how the officials take themselves up with higher government officials.
For example, let’s say that there’s a road that has a lot of potholes in it.
How would the barangay officials get the funding to repair the road?

The barangay is the smallest political unit. It has a population, a territory, it has an organized form of government in which people follow.
The Barangay chairman and counselors are “elected” by the eligible voters of the barangay.
The barangay captain and the counselors are the authority figures. There are “rules” which are being implemented in a barangay — with the help of barangay tanods. [*LOL* though sometimes people label them as “barangay tagay”.. cos they are often seen drinking liquor]
For Example : 10:00 PM curfew time for minors (18 y/o and below), proper garbage disposal, cleanliness… The people of the barangay adhere to these rules, if not they will be sanctioned.
The barangay officials are suppose to promote wellness and health. The Barangay Health workers coordinate with the Municipal Health Unit. They play a role in case finding of diseases, they aid the public health nurses and midwives in giving vaccines. They also do health teaching and do simple tasks like “blood pressure monitoring” to the people of the barangay.
They have sports fest to promote Physical Activity — volleyball, basketball. and somewhat divert the attention of the youth from drug addiction. They also carry out the promotion of peace and order. Sometimes there are “quarrels” in the barangay…If the quarrel is minor (like a petty quarrel over a basketball game) & can be fixed within the barangay, then the barangay officials will take care of it. But if it’s severe then it’s gonna be reported to the police — like a husband beating his wife. It gets reported to the barangay. The barangay captain will then “endorse” the case to the Police. Sangguniang Kabataan usually coordinate with the Barangay officials.
If you analyze the “barangay team”, The barangay captain serves as the leader — he coordinates with the other units of the government — to the municipal or district level. He coordinates with the Mayor, Municipal counselors, Police, Fire department.. etc. He issues the “barangay clearance” — like a certification that you are of good moral character.
Each of the counselors (there are 7) has a task assigned to him/her. One counselor is assigned for peace and order, the other is for promotion of health, the third one is responsible for organizing events like sportsfest, the 4th one is for taking care of the welfare of women and children, the 5th one coordinates with SK to formulate programs for the “youth”, the 6th is responsible for the programs associated with the Senior Citizens, the 7th is in charge for environmental sanitation & beautification. (It’s like having a cabinet team, the brgy captain serves as the chairman… with counselors as cabinet members.) Though their tasks may sometimes overlap.
(This sounds like an ideal barangay, though this does not apply to all of the barangays) But this is how the barangay should work, as a political unit.
Add : The barangay captain reports to the Municipal Office about the “potholes”. He may bring pictures of the said potholes which need repairing. He goes to the municipal counselor who is assigned for road projects… or sometimes he goes straight to the Mayor. The mayor will send the municipal engineer to the barangay to confirm. The municipal engineer will assess the damaged road, “estimate” the cost of repair & he will be the one to supervise the road repair. The Mayor will be the one who will approve the fund to be released. There are funds allocated for each barangay. (Though sometimes, the funds are not enough or have gotten “corrupted”)
